Associate General Counsel/Executive Director of Procurement Compliance-Procurement Services

Thalethia B. Routt is Associate General Counsel for Finance, Athletics, and Beyond Blue, and Executive Director of Procurement Compliance for Procurement Services. She has more than twenty years of legal experience in private practice and the public sector, including over fifteen years with the Office of Legal Counsel.

As Associate General Counsel, Ms. Routt assists the Deputy General Counsel for Finance, Athletics, and Beyond Blue in advising and supporting all units reporting to the Executive Vice President for Finance & Administration, including Real Estate Services.

As Executive Director of Procurement Compliance, Ms. Routt provides advice to University departments purchasing goods or services, and negotiates, drafts, and reviews procurement contracts, terms and conditions, license agreements, memoranda of agreement with other agencies, and other agreements. Additionally, she serves as a liaison between Procurement Services and members of the Office of Legal Counsel to ensure the consistent application of University policy. Additionally, she performs such other duties as assigned by the Chief Procurement Officer.

Before joining the Office of Legal Counsel, Thalethia was an associate with Mapother & Mapother, P.S.C., where she was a member of the firm’s foreclosure practice, represented lenders in residential real estate transactions, and represented creditors in consumer bankruptcy matters. She began her legal career as a judicial clerk for Judge Sheila R. Isaac of the Fayette Circuit Court in Lexington, Kentucky.
