Shea Luna is Associate General Counsel and provides practical legal guidance and liability mitigation strategies to the University’s Vice President for Research and related executive leadership teams. Shea advises the University on various areas related to research including grants and contracts, intellectual property, research compliance, research misconduct, data-sharing, and a wide array of other research related matters and agreements.

Prior to joining the University, Shea worked as Counsel for Stites & Harbison, PLLC in Lexington, Kentucky where she represented various health care providers and institutions on health care law, operations and compliance.  Before that, Shea served as Associate General Counsel to the University advising on legal matters across the University’s academic medical center and its related operations and colleges. Before coming to the University initially, she worked as a Staff Attorney for the Kentucky Cabinet for Health and Family Services representing the Departments of Medicaid and Public Health on various matters, including Medicaid reimbursement and administrative appeals. Shea also worked as an Associate for Chenoweth Law Office providing general counsel and representation to Kentucky’s public-school boards and as Assistant Counsel for the U.S Department of Energy in Oak Ridge, Tennessee handling litigation matters.

Shea has expertise in matters involving regulatory compliance, data privacy and security, fraud and abuse, medical staff affairs, insurance and reimbursement, and clinical research. She is Certified in Healthcare Privacy and Security from the American Health Information Management Association.  

A native of Lawrenceburg, Kentucky, Shea graduated magna cum laude from Vanderbilt University and received her law degree magna cum laude from the University of Tennessee College of Law.

Shea is married to Scott Luna and has two children, Sofia and Annaliese.
