Shannan Stamper

Deputy General Counsel

Shannan Stamper is Deputy General Counsel for Academics, Finance, Students, and Athletics. She has more than twenty years of legal experience in the public and private sectors.

As Deputy General Counsel, Shannan advises the University on various business transaction issues. She drafts, reviews, and negotiates contracts and agreements regarding joint ventures, purchasing of goods and services, leases, employee benefits, hospital management and staffing, insurance providers, clinical healthcare services, and clinical education. She also counsels the University on legal compliance issues and liability mitigation strategies related to its business transactions. Shannan is an ex officio member of the University’s Employee Benefits Committee and a member of the UK Healthcare Contract Management Committee. 

Before joining the Office of Legal Counsel, Shannan practiced law at Brown & Hill, PLLC, focusing on business transactions and litigation on behalf of clients in the banking, real estate, healthcare, and natural resource industries. Prior to that, Shannan served as general counsel and executive director of legal services for the Kentucky Environmental and Public Protection Cabinet, where she advised state officials on matters involving environmental protection, mining and mine safety, occupational safety and health, wage and hour law, alcoholic beverage control, charitable gaming, insurance, financial institutions, and horse racing.

Shannan began her legal career at Taft Stettinius & Hollister LLP in Cincinnati, Ohio, where she focused on corporate and partnership tax planning. She continued her tax practice at Sutherland Asbill & Brennan LLP in Washington, D.C., where she counseled several large publicly traded corporations on international tax issues, before returning home to Kentucky to serve as a judicial law clerk for the Hon. Karen K. Caldwell, United States District Judge for the Eastern District of Kentucky. 

A native of Russell, Kentucky (near Ashland), Shannan graduated summa cum laude from Transylvania University, majoring in both history and mathematics. She received her law degree from Harvard Law School, where she served as a senior editor of the Harvard Environmental Law Review.
